ELG 2026 (International Conference on Economics, Law and Government 2026) là hội nghị khoa học quốc tế do College of Economics, Law and Government (CELG) thuộc Đại học Kinh tế Thành phố Hồ Chí Minh (UEH) tổ chức. Hội nghị dự kiến diễn ra vào ngày 28 – 29/07/2026 tại Thành phố Hồ Chí Minh, Việt Nam.
ELG là diễn đàn học thuật quốc tế nhằm thúc đẩy các nghiên cứu liên ngành trong lĩnh vực kinh tế, luật và quản trị công, đặc biệt tập trung vào các vấn đề chuyển đổi số, chuyển đổi xanh và chuyển đổi năng lượng. Hội nghị quy tụ các nhà nghiên cứu, nhà hoạch định chính sách và chuyên gia từ nhiều quốc gia trên thế giới, đồng thời có sự tham gia của các học giả đến từ các trường đại học và tổ chức nghiên cứu hàng đầu.

Abstract: Overlapping pressures from digital transformation, trade competitiveness, sustainability expectations, and institutional coordination increasingly shape export logistics systems in emerging economies. Yet digital logistics research often treats digitalization as firm-level technology adoption rather than as an inter-organizational governance capability. This study develops a higher-order triangulation mixed-method framework for sustainability-oriented export logistics in Vietnam. Drawing on institutional theory, resource-based and dynamic capability perspectives, Logistics 4.0, and digital governance research, the study conceptualizes Sustainability-Oriented Export Logistics Capability (SELC) as a reflective-reflective higher-order construct manifested through operational efficiency, control and transparency, and export competitiveness. Using 301 valid survey responses and a two-stage PLS-SEM logic, the study examines how institutional pressure and resource readiness shape digital investment intention, actual digital use, and SELC. A qualitative policy document analysis is used for contextualization and triangulation, linking firm-level SEM findings to macro-level institutional mechanisms within Vietnam’s digital trade facilitation environment. The findings support an adoption-use-capability pathway while also revealing substantial construct proximity and common-method concerns. These diagnostics are reported transparently and used to justify a conservative interpretation: the study provides exploratory evidence of a higher-order digital governance capability pathway rather than definitive causal validation. The paper contributes by reframing export-logistics digitalization as inter-organizational governance, clarifying SELC as a sustainability-oriented capability condition rather than audited environmental performance, and showing how institutional alignment between policy priorities and firm-level digital investment can support export-logistics upgrading in emerging economies.
